berkeley, alameda, albany, piedmont, and stege utility districts must make substantial improvements in infrastructure to stop the sewage leaks. officials say the seven districts have spilled nearly 125 million gallons of raw and partially treated sewage into the bay just since october. the u.s. epa, san francisco baykeeper, and several other environmental organizations asked the court to get involved to prevent more spills. a lawyer for six people argued it deprives them of their voting rights. they took the case under submission and has no deadline for issuing a ruling. the right to choice system was in effect in 2004. four last fall they used a similar system. it's where you put the first, second, third choices on one ballot rather than choosing one candidate. >> mark: if you wonder how safe
